Job Summary
UNICEF is seeking a highly qualified and experienced National Consultant to support the development, costing, and financial planning of Ethiopia’s National Immunization Strategy (2026–2030) and Primary Health Care (PHC) programs.
The consultant will play a critical role in strengthening evidence-based planning by conducting detailed costing analyses, resource mapping, and financial projections. This assignment will contribute to improving sustainable health financing and ensuring effective implementation of immunization and PHC services across the country.
Key Responsibilities:
Costing & Financial Analysis
- Lead the estimation of financial resources required for the implementation of the National Immunization Strategy (NIS 2026–2030).
- Conduct comprehensive PHC costing exercises in selected regions using standard costing tools and methodologies.
- Develop cost projections, budget scenarios, and resource allocation models.
- Planning & Resource Mobilization
- Support financing mapping and identify funding gaps for immunization and PHC programs.
- Contribute to the development of sustainable financing strategies and investment cases.
- Align costing outputs with national health priorities and policy frameworks.
Qualifications & Requirements
- EducationMaster’s degree in Public Health, Health Economics, Economics, Finance, or a closely related field.
- Additional certifications in health financing, costing, or data analysis are an advantage.
Technical Skills
- Strong expertise in costing methodologies, financial modeling, and budget analysis.
- Proficiency in data analysis tools such as:
- Microsoft Excel (advanced level)
- Statistical software (e.g., STATA, SPSS, or similar)
- Experience using health costing tools (e.g., NIS tools, PHC costing frameworks).
- Ability to analyze large datasets and translate findings into actionable insights.
