Job Summary
MSF-Holland is seeking a qualified Deputy Project Medical Referent to be based in Shire, Ethiopia. In this role, you will support the Project Medical Referent in ensuring the quality, continuity, and appropriateness of medical care delivered by MSF. Key responsibilities include clinical supervision, outbreak response, staff training, and coordination with local health authorities. The ideal candidate is a medical doctor, nurse, or equivalent health professional with at least two years of clinical experience, a background in humanitarian medical management, and demonstrated expertise in at least two technical areas (NICU, SRH, SGBV, NTD, or mental health). Strong skills in supervision, quality of care, data management, and outbreak response are essential. Fluency in English and Tigrinya is required. Prior MSF or NGO experience is an advantage.
Key Responsibilities
- Clinical Supervision & Quality of Care
Oversee daily clinical activities in MSF-supported facilities, ensuring adherence to national and MSF protocols. - Conduct regular clinical audits, bedside teaching, and case reviews to maintain high-quality patient care.
- Technical Program Support
Provide technical guidance and hands-on support in priority areas including NICU, SRH, SGBV, NTD, and Mental Health, depending on the candidate’s expertise and project needs. - Outbreak Preparedness & Response
Actively participate in outbreak surveillance, investigation, and response activities. Support the implementation of infection prevention and control (IPC) measures and rapid response plans. - Staff Management & Capacity Building
Supervise and mentor medical officers, nurses, and other clinical staff. Organize and deliver on-the-job training, refresher courses, and emergency simulations.
Qualifications
Education
- Medical Doctor, Nurse, or equivalent health degree (e.g., Clinical Officer, Health Officer).
- · A Master’s in Public Health (MPH) is an advantage.
Professional Experience:
- · Minimum of 2 years of clinical experience post-qualification.
- · Demonstrated experience in humanitarian medical management (e.g., leading a health team or managing a medical program in an emergency, conflict, or resource-limited setting).
Skills & Competencies:
- Strong clinical supervision and mentoring abilities.
- Experience in quality-of-care monitoring and improvement.
- Knowledge of outbreak preparedness and response protocols.
- Proficiency in health data management (e.g., HMIS, Excel, data analysis tools).
- Ability to work under pressure in a complex humanitarian setting.
