Job Summary
Mercy Corps is seeking a qualified and experienced Monitoring, Evaluation & Learning (MEL) Advisor to join its dynamic team in Addis Ababa, Ethiopia. The MEL Advisor will play a critical role in strengthening program quality, accountability, evidence-based decision-making, and organizational learning across development initiatives.
The successful candidate will lead the design and implementation of MEL systems, oversee data management and reporting processes, and support adaptive programming approaches that improve project performance and impact. This position requires strong analytical skills, technical expertise in data systems, and the ability to collaborate with multidisciplinary teams and external partners.
Key Responsibilities
- Design, develop, and manage comprehensive MEL frameworks, tools, and reporting systems for development projects.
- Lead data collection, verification, analysis, visualization, and interpretation to support evidence-based decision-making.
- Ensure program indicators, targets, and reporting requirements align with donor and organizational standards.
- Conduct regular monitoring visits, data quality assessments, and performance reviews.
- Produce high-quality analytical reports, dashboards, presentations, and learning documents.
- Facilitate adaptive learning sessions and promote knowledge-sharing practices within project teams.
- Support accountability mechanisms and ensure beneficiary feedback systems are effectively implemented.
- Build the capacity of staff and partners in MEL methodologies, digital data collection tools, and reporting standards.
- Collaborate with program, finance, and operations teams to improve program effectiveness and impact measurement.
- Contribute to proposal development, baseline studies, evaluations, and research activities.
Qualifications and Requirements
- Bachelor’s or Master’s Degree in Statistics, Economics, Monitoring & Evaluation, Development Studies, Social Sciences, or a related field.
- Minimum of 5–7 years of relevant MEL experience in humanitarian or development programs.
- Strong understanding of market systems development, financial inclusion, and digital development programming.
- Experience working with donor-funded projects and reporting frameworks.
- Proficiency in data analysis and visualization tools such as Power BI, SPSS, STATA, R, or Python.
- Excellent analytical, communication, and report-writing skills.
- Strong organizational and problem-solving abilities with attention to detail.
- Ability to work independently and manage multiple priorities under tight deadlines.
- Experience in partner capacity building and stakeholder coordination is highly desirable.
