Job Summary
IOM is seeking a qualified and motivated Senior Programme Associate – Monitoring, Accountability & Learning (MEAL) to support the implementation and strengthening of monitoring systems, accountability mechanisms, and learning processes within humanitarian and development programs. The position plays a critical role in ensuring program quality, data accuracy, evidence-based reporting, and effective community engagement.
The successful candidate will work closely with project teams, field staff, and partners to improve data collection, beneficiary feedback systems, reporting quality, and organizational learning practices.
Key Responsibilities
- Support the design and implementation of MEAL frameworks, tools, and systems for ongoing projects.
- Conduct regular field monitoring visits to assess project progress, quality, and compliance with donor requirements.
- Collect, verify, analyze, and interpret quantitative and qualitative program data.
- Prepare weekly, monthly, and donor reports with accurate data and analysis.
- Strengthen Accountability to Affected Populations (AAP) mechanisms and community feedback systems.
- Facilitate learning sessions, training workshops, and knowledge-sharing activities for project teams.
- Ensure proper documentation of project achievements, lessons learned, and best practices.
- Coordinate with program staff to track indicators, targets, and performance outcomes.
- Assist in conducting needs assessments, surveys, evaluations, and post-distribution monitoring activities.
- Support capacity building of field staff on MEAL tools, data collection methods, and reporting standards.
Required Qualifications
- Bachelor’s degree or diploma in Statistics, Social Sciences, Development Studies, Public Health, Monitoring & Evaluation, or related fields.
- Minimum relevant professional experience in MEAL, accountability, community engagement, or humanitarian programming.
- Strong knowledge of data collection, analysis, and reporting tools.
- Experience working with NGOs, UN agencies, or humanitarian organizations is an advantage.
- Excellent analytical, communication, and report-writing skills.
- Ability to work independently and manage multiple tasks under pressure.
- Proficiency in Microsoft Office applications, especially Excel and data management tools.
- Fluency in English and Amharic is required. Knowledge of Somali, Oromifa, or Tigrigna is considered an asset.
