Job Summary
IOM is seeking a highly experienced National Consultant to lead a humanitarian program evaluation in Addis Ababa. The successful candidate will be responsible for directing all phases of the evaluation lifecycle, including advanced data collection, in-depth analysis, and the delivery of actionable reports to guide humanitarian programming.
Key Responsibilities:
- · Lead and manage the end-to-end humanitarian program evaluation process.
- · Design and implement mixed-method data collection strategies (quantitative & qualitative).
- · Ensure rigorous data analysis that aligns with UNEG (United Nations Evaluation Group) norms and standards.
- · Prepare high-quality evaluation reports with clear findings, conclusions, and recommendations.
- · Engage effectively with diverse stakeholders, including government entities, NGO partners, and community representatives.
- · Present findings to senior leadership and external partners as required.
Required Qualifications & Experience:
- · Education: Advanced university degree (Master’s or PhD) in a relevant field (e.g., Evaluation, Social Sciences, International Development, Humanitarian Action, Statistics, or Public Policy).
- · Professional Experience: Minimum of 10 years of progressively responsible experience in research, monitoring and evaluation (M&E), or humanitarian program evaluation.
- · Technical Expertise: Proven ability in statistical analysis, qualitative analysis, and results-based reporting.
- · Standards Knowledge: Deep familiarity with UNEG norms and standards for evaluation.

- · Advanced analytical and critical thinking capabilities.
- · Exceptional report writing and presentation skills (clear, evidence-based, and actionable).
- · Demonstrated experience in stakeholder engagement and managing sensitive information ethically.
